European patent administration certification: Support programme launches from 2026

From 2026, Norwegian candidates who wish to certify their skills in patent administration will have the opportunity to apply for financial support and professional guidance leading up to the exam. The support programme aims to strengthen competence in patent administration and to develop the next generation of IP practitioners and administrators. The application process for 2026 opens on 30 January.

The European patent administration certification (EPAC) is a pan-European certification designed for paralegals, patent administrators, IP coordinators, and formalities officers who want to document their competence in patent administration procedures. The certification covers, among other things, the filing, processing, and communication of European patent applications and international patent applications filed with the EPO, as well as post-grant procedures, including the Unitary Patent.

Through bilateral cooperation agreements, Norway will, from 2026 onwards, be able to select one EPAC candidate each year to receive financial support, guidance, and training to prepare for the EPAC exam.

The CSP application process for EPAC 2026 opens on 30 January 2026 and closes on 17 February 2026. The Norwegian Industrial Property Office will select the candidate by the beginning of March, and the training programme will start in mid-March 2026. The EPAC exam will take place in October 2026.

The terms of participation and the link to the application form will be published in mid-January.
